Added a /slow command that allows anyone with the "slowmode" permission to quickly toggle on/off slowmode. As well, you can change how slow the wait is by passing a number when running the command. For example, /slow 5 is a 5 second wait, while /slow 0.5 is a half second, or 10t wait.
