ChatColor 1.1.0

Long time no update!
This update features a good bit of cleanups on the back-end, is now fully drop-in (before, it required players to re-log) and adds hex color support!

Back-end cleanup, no breaking changes were introduced.

Fixed a bug where specific colors would not register as valid colors.
Fixed a bug where users without any permissions to any chat colors would see a list tag pop up.
Added the "gold" chat color & permission node.
